Question about Phoenix Raceway road course

I was just wondering if anyone can tell me why they omitted the road course when they rebuilt Phoenix raceway in 2008. What kind of levers would have to be pulled to bring it back? I would love to have IMSA and Indycar come through here.

I believe NASCAR bought the track from Bruton Smith. I don't recall why they did away with the road courses, but I believe it was part of the plan to put a tunnel under the track for infield access and get rid of the old infield access that prevented ingress and egress during when the track was hot.
